Lorraine Strickland
President & Chief Executive Officer

Lorraine is a graduate of Florida State University and the Harvard Business School Executive Education Program. She is a frequent speaker and published author in the benefits and insurance industry. She was instrumental in the development and implementation of the first computerized benefits communication enrollment. Lorraine has been with FBMC since 1982 and has held various position of progressive importance within the company.

She is extremely active in her community: she serves as a Board Member for the Benefits Marketing Association (BMA), is on the Florida Governor’s Sterling Council, a member of the Economics Club of Florida, Presidents’ Forum for the Leadership Centers USA and The Executive Committee (TEC). Lorraine is licensed as an Insurance Agent for Life, Health and Variable Annuities, is a member of the Florida Chamber of Commerce and the Tallahassee Chamber of Commerce.
 

Barbara L. Gonzales, CEBS
Chief Operations Officer

Barbara received an AS degree in Business Administration at Columbus State University, Georgia. She holds both the Certified Employee Benefits Specialist (CEBS) and Group Benefits Associate (GBA) designations through the co-sponsorship of the Wharton School of Business and the International Foundation of Employee Benefit Plans.

Barbara joined the FBMC team in 2003. She is responsible for leading the company’s operational, administrative and customer service groups in the implementation, enrollment and servicing of employee benefit plans. She has more than 27 years of experience in government and private sector employee benefits administration, including directing the State of Florida’s $900 million group insurance program. Barbara is a licensed agent in the State of Florida for Life, Health, and Variable Annuities.

 

Chet Hall
Chief Information Officer
Chet received his BS in Management Information Systems form the College of Business at Florida State University. Chet joined the FBMC team in 2006. He is responsible for technology infrastructure and application processes that support FBMC’s business activities.
 
Chet is part of the FBMC Leadership team that sets company strategy for new technologies and business direction. Chet has over 25 years of experience as a technology and business leader. He has worked for Fortune 500 and Fortune Global 500 companies which include Toyota, Harris Corporation and Price Waterhouse.  His main focus at FBMC is to drive customer centric solutions by improving core business systems.  Chet is also the acting Chairman for the Tallahassee Technology Alliance Board of Directors.

 

Debra Tougas
Chief Financial Officer

Debra received a BA from Stetson University, Florida, an MBA from Florida State University and is a Certified Public Accountant (CPA). Since joining the FBMC team in 1990, she has had the responsibility for the overall management of all FBMC’s financial activities including: the development and management of budgets; cash flow projections; financial reports; forecasting; and capital and non-capital expenditures. Debra is also responsible for receipts, disbursements and financial reporting to clients and all internal controls related to client account activity.

Debra has extensive financial experience with government agencies and private sector companies. Debra is a member of the Florida Institute of Public Accountants and holds a Financial Principal License from the National Association of Securities Dealers (NASD).
 

Trish Neely, CFCI
Chief Compliance Officer,
Standards & Practices

Trish is a graduate of Clarion University of Pennsylvania and has over 20 years experience in benefits administration, flex plans and tax favored accounts. She is a Certified Flexible Compensation Instructor (CFCI) and is both a contributor and managing editor of FBMC’s award winning and highly respected Quarterly Review newsletter. 

Trish has been with FBMC since 1987 and currently oversees corporate governance and risk management, compliance, human resource development and quality. She previously served as FBMC’s Senior Vice President of Administration, Vice President of Client Services, and Vice President of Sales and Marketing. Trish is a founding member of the Leon County World Class Schools Initiative and a retired board member of the Tallahassee Urban League. She is a member of the National Association of Professional Women and the Employer’s Council on Flexible Compensation.
