Senior Management Profiles

Fred Anderson
Vice President Corporate Accounting
Fred holds a BA in Accounting from Dillard University, New Orleans, Louisiana and is a licensed CPA in Florida, Louisiana and Texas.

Fred joined the FBMC team in 1992. He is responsible for day-to-day client and corporate accounting operations, which include: budget and bookkeeping systems; account analysis; bank reconciliations; payroll; collection of accounts receivables; and preparation of monthly financial packages.

He oversees the development and implementation of cash control procedures for all clients, including set-up, maintenance and reconciliation of all accounts. Fred is also responsible for all banking procedures, fund receipts and disbursement. He previously served as an Accounts Payable Supervisor, and Senior Cost Accountant, and a Senior Accountant for Exxon Co.
 

Charles Barger
Assistant Vice President, New Business Development

Charlie received his BA from the University of Massachusetts at Boston. His background includes prestigious appointments in the Group Insurance arena, including more than 20 years in a self-funding environment. These include: Supervisor of Market Research for Equifax; Manager of Claims Administration for Mutual of Omaha and Metropolitan Life; Senior Vice President and Corporate Secretary for North American Health Plans; Chief Operating Officer for WORKsiteRx and President/Owner for CJB Benefit Management, Inc.

Charlie also has experience in the benefits area of Human Resources having served in a corporate management capacity for a Fortune 100 company. He joined FBMC in 2008 to lend his expertise and enhance the divisional operations of FBMC’s Ormond Beach Office. He now develops marketing strategies; coordinates account relationships and acts as a professional consultant from FBMC’s Corporate Headquarters in Tallahassee. 
 

Kedra Baumgardner
Assistant Vice President,
Information Security

Kedra received her BS in Communications at Florida State University and served as a Public Affairs/Information Specialist for the U.S. Army. She joined the FBMC team in 1991. Kedra oversees and manages corporate risk, including information and physical security  and compliance with HIPAA security regulations.  She is also a Certified HIPAA Professional (CHP).

She leads FBMC’s Corporate Emergency Management Team. Kedra previously served as the Assistant Vice President of Information Systems and in various other positions related to Information technology. Kedra is a Certified HIPAA Professional (CHP), a member of the Information Systems Audit and Control Association (ISACA) and the Association of Contingency Planners (ACP).
 

Kim Farris
Vice President,
Benefits Administration

Kim received her professional education through FBMC’s Management Career Development and Systems Management Training Programs. She has been with FBMC since 1988 and has overseen several areas of the company, including Implementation, Case Management, Enrollment Processing and COBRA/Retiree Services.

Kim currently oversees our Deduction Management and Claims Processing areas. Prior to joining FBMC she had 14 years of accounting and systems related experience. She is a two-time winner of the FBMC Manager of the Year Award and the 1992 recipient of the Employee of the Year Award. 
 

Barbara Hinson
Assistant Vice President,
Human Resources & Quality

Barbara holds a BS in Political Science from Florida State University and is a Senior Examiner and recipient of the Governor’s Sterling Award. She has been with FBMC since 1998 and coordinates the activities of the Human Resources Department, assuring that new hires are adequately trained and informed to provide quality service. Barbara oversees personnel statistics, prepares and submits annual employee consolidated totals for EEO and AA compliance, maintains employee records and directs our corporate activities relative to Quality and Business Performance. She previously served FBMC as Manager for the FSA and Customer Care Teams and has 25 years of diversified, corporate customer service, management analysis and program development experience. Barbara holds memberships in the Southside Business Association, Tallahassee Urban League, American Business Woman’s Association (ABWA) and Alumni of Leadership Tallahassee.
 

Susan Jones
Vice President,
Enrollment & Communications

Susan received her education at Florida State University and continued her professional development through FBMC’s Management Training Program. She joined the FBMC team in 1978.

Susan leads the Enrollment and Communications teams responsible for all aspects of client enrollments as well as the corporate Communication and Marketing functions. Previously she was the V.P. Client Services, responsible for building client relationships. Services to clients include staffing, enrollments, benefit and service enhancements and renewal negotiations. She also managed the FBMC accounts for the nation’s fourth largest school district, Miami-Dade County Public Schools, the State of Michigan, the State of Wisconsin, and the State of California.

She has also served as Manager of the Customer Service Team, the Flexible Spending Account Department, Third-Party Administration and COBRA Retirees. Susan has earned numerous awards at FBMC; is a Volunteer for the American Cancer Society, Hospice House and is a member of the Tallahassee Garden Club.
 

Bill Lewis
Assistant Vice President, Information Services

With over 26 years of information systems experience, Bill brings a diverse technology and business perspective to FBMC’s system initiatives.  Prior to joining FBMC in 1999, he worked in consulting and management capacities developing web, client/server, and mainframe applications in a variety of insurance and financial services environments.  He currently oversees the Application Design & Development, Quality Assurance, and Production Support functions, as well as directing the company’s Project Management Office.  During his tenure at FBMC, Bill has led the development of the company’s newer tax-favored account solutions, including Health Reimbursement Arrangements (HRAs), Health Savings Accounts (HSAs), and Commuter Benefit programs.  Bill’s extensive technical training includes design, system integration, and enterprise architecture, and he volunteers as a Sterling Examiner helping organizations implement the Baldrige-based management system.
 

Scott Mixon
Assistance Vice President,
Client Services

Scott received a B.S. in Business Administration: Personnel Organizational Theory Management, from the University of Central Florida in Orlando. He is a Certified Government Benefits Administrator (CGBA) with the State and Local Government Benefits Association (SALGBA), where he also acts as a Committee Member and Associate Board Member. Scott began serving with FBMC in 1996, as a Senior Business Analyst, directing, implementing and monitoring system implementation of §125 plans. After 15 years directly engaged in government and private-sector employee benefits administration, he now supervises account management personnel who manage client relationships and negotiate the renewal of client contracts. He also manages support staff and oversees services provided to clients, including implementation and enrollment, with a continual focus on client satisfaction.

 

Lori Walsh
Vice President, Benefits Continuation

Lori received her BA in Accounting from the University of Central Florida. She joined FBMC in October, 2003, through the acquisition of United Benefits in Daytona Beach, Florida. She is responsible for financial reporting, fund accounting, billing, eligibility, COBRA, quality assurance and reinsurance recovery. 

Lori worked for Brown & Brown Insurance Co. from 1982 until 2003 in various capacities. She began her career handling personal lines insurance and moved into the accounting field in 1987. Lori was promoted to numerous positions, serving as Corporate Controller during 1994 and 1995 and as Controller of the United Benefits profit center, from 1995 until its acquisition by FBMC in October, 2003. In 2006, Lori and her team received the FBMC Team Award.
